The lender does not care that the buyer wants it; the buyer still has to qualify, but the qualification is against your existing terms, not a new market rate.
The entitlement question is the part most people miss. If another eligible veteran assumes the loan and substitutes their own entitlement, your entitlement is restored, as if you had sold and paid the loan off. That is the cleanest version of the deal. If a civilian buyer assumes the loan, the loan remains a VA loan, but your entitlement stays tied to it until the loan is paid off, so restoration is not automatic.
In practice, assumption is most useful to buyers who hold a VA loan with a favorable rate and find a qualified buyer willing to step in, often a relative, a transitioning service member, or a fellow veteran. We see it work in Las Vegas for owners, and occasionally for buyers who can assume a better rate than they could get new.

Who approves the assumption?
The lender and the VA. The buyer must meet credit and income standards, and for a veteran assumer, the VA processes the substitution of entitlement. The process takes a few weeks, similar to a refinance review.
Does the assumer pay closing costs?
Usually there are assumption fees and costs, often less than a full new purchase closing. The VA caps some charges, and the buyer and seller negotiate who pays the rest, so we structure it plainly in the contract.
Can anyone assume my VA loan?
Any buyer who qualifies can assume, veteran or not. The rules differ only in the entitlement piece: a veteran can restore your entitlement through substitution, a civilian cannot.
